RESIT operates in the photovoltaic industry since 2000, its experience in the field is so much deeper and long lasting.
From the manufacturing point of view RESIT in 2000 started with small plants for the program ‘10,000 photovoltaic roofs’ realizing a lot of plants, both for public administrations and private consumers.
With the program “Energy Account – feed in tariff” in the year 2006, the RESIT has focused its activities in the field of development and design; in this field RESIT designed both systems of small and medium size is 1 MWp large plants, two of which were built in Calabria and one in Lazio, has various multi-megawatt plants, from 15 to 24 MWp, in various regions, for a total to today about 150 MWp. These major initiatives are conducted in collaboration with major industrial or financial partners, Italian and European.
Particularly remarkable work done on the system of Pietrafitta (Foggia, in the Apulia Region) and 15 MWp for plants of Altomonte (Cosenza, in Calabria) from 20 MWp and Benevento (in Campania) 4 MWp.
The Energy Bill was introduced in Italy with the EU directive for renewable sources (Directive 2001/77 / EC), implemented with the approval of the Legislative Decree 387 of 2003.
This mechanism, which rewards with tariffs the energy produced by photovoltaic systems for a period of 20 years, became operational with the entry into force of the implementing decrees of 28 July 2005 and 6 February 2006 (First Energy Bill) who introduced the system of funding for operating expenses of electricity production, replacing the previous state contributions grant intended to start up the system.
With the MD of 19 February 2007, the so-called Second Energy Bill, the Ministry of Economic Development has set new criteria for incentivizing electricity production of photovoltaic systems came into operation until 31 December 2010. The main changes introduced by the Second Energy Bill c ‘was the application of the incentive fee of all the energy produced and not only on that produced and consumed locally, streamlining paperwork for obtaining the incentive rates and differentiation of rates based on the type of architectural integration, as well that on the plant size.
Was also introduced a premium for photovoltaic systems combined to the efficient use of energy.
In 2010 came into force on the Third Energy Account (DM 6 August 2010), applicable to plants commissioned as of January 1, 2011 and until May 31, 2011, which defined the following categories of plants:
The law of 13 August 2010 n.129 (law called “save Alcoa”) has determined that the incentive rates for 2010 by the Second Energy Bill can be recognized to all persons who have completed the installation of the PV system by December 31, 2010 and come into operation by June 30, 2011. This publication of the Law 129/10 has effectively extended until 30 June 2011, the period of operation of the second Energy Bill, initially intended to run out at the end of 2010 as a result of ‘entry into force of the Third Energy Bill.
On May 12, 2011 was published the DM 05/05/2011, which defined the mechanism of incentives for the production of electricity from photovoltaic systems on plants entering into operation after 31 May 2011 (Fourth Energy Account).
The DM 5 July 2012, the so-called Fifth Energy Account, redefines how incentive for the production of electricity from photovoltaic sources.
